Can a Quilt shop embroider and then sell in a kit?

We are a quilt shop in Canada. We would like to use the zebra free embroidery design to embroider on a piece of material and then make up bag kits to sell.  Is this acceptable or is it copyrighted? Thanks.

Are all of the free embroidery designs available for embroidering and resale of the produced product? I’d like to use the jellyfish design in my Etsy shop.
