Making patches with disolvable stabilizer

I bought a Patch Kit with water soluble stabilizer.  I have a pattern for a free standing butterfly and the instructions say to use this stabilizer. The problem is it won't hold the thread, It starts by threading 1/2 the outline, when it starts the wing it looks stringy and eventually puts a big hole in the stabilizer. I even tried tripling the stabilizer and the same thing happens. I would appreciate any feedback on this. It's a beautiful pattern.

You should use heavy water soluble stabilizer, 75/11 needle ( not thicker) and reduce machine speed at least to 600 stitches per min. Try to stitch one of included designs first, it should work. If your free design is tearing a hole, place another piece of wss on the back side and keep stitching. Also, if you see that stabilizer won't hold the design, hoop two layers at once.
