I am looking for a fairly cheap digitizing software that digitizes to EXP format. Most of the ones I find are around 1,000 dollars and that’s not in my budget.. Im trying to find something $300 or less. Any suggestions would be appreciated! 

I do not think that for such a price you can find a software for creating machine embroidery designs. Domestic software is about US$ 200-700. The professional starts at US $ 3,000.
If they offer a lower cost, then pirated software is the most popular. For example, cracked by Wilcom or Tajima Pulse.
